According to Associated Press Writer many foreclosure victims will remain untraceable by census because of foreclosure evictions compounded by language barriers. The census will kick off in 2010 and many will be missed out throwing them more into the grips of the economic blues. The challenge is causing worries in many cities. As yet there is not enough time to get numbers in order and the budget has already gone out of reach.
Stacey Cumberbatch the census coordinator for New York City said, “While the census is a federal responsibility, there must be earlier and ongoing communication and accountability to local governments and communities.”
The officials of the Census Bureau and Government Accountability Office, appearing before a House panel mentioned groups of immigrants who are at high risk. It is difficult to locate these immigrants who do not speak English. Foreclosures have displaced them. They approximately make up 14% of the population of America.
The census is going through with an accurate counting and for this they have a fund of $250 million. This will be coming from the $1 billion stimulus allotment. Canvassing will include finding out the addresses of those who had abandoned their houses due to foreclosures. It is no easy task to find out where these evictees have gone.
The money would also be utilized to improve advertising and for this $80 million would be spent. $26 million would focus on the rapidly increasing Asian and Hispanic people over the television, radio and Internet. $10 million would be used to locate those among the Blacks that have not been counted.
The concentration would be on the densely populated coastal cities that have always had a racially diverse population. But in some places, like Iowa and Maine, there have been recent spurts of growth if Hispanics and Somalis.
Thomas Mesenbourg the present census director said, “A year from now, the populace will have seen and heard more ads in national and local media than in any prior census. Our goal for the 2010 census is to count every one, no matter how difficult or challenging the task may be.”
Among other efforts being initiated will be establishing partnership with innumerable non-profit bodies like Wal Mart. Coordination will be set up with schools to encourage among the pupils, especially those who are not well conversant with English.
